The Permanent Secretariat is established to assist the Commission on the Protection of the Black Sea Against Pollution (as defined in the Convention on the Protection of the Black Sea Against Pollution, Article XVII) and is located in Istanbul, Turkey. The new Headquarters Agreement signed in Sofia at the 21st Extraordinary meeting of the Commission pending ratificatinon shall be published shortly. The Black Sea Commission appoints its Executive Director and other officials of the Secretariat. The Executive Director appoints the technical staff in accordance with the established rules. The Secretariat is composed of nationals of all Black Sea States.
